1 <br />City of Mounds View Staff R <br />Item No: 08D <br />Meeting Date: May 26, 2020 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9278 Granting Regulation Flexibility to Local <br />Business <br />Introduction: <br />Governor Walz has encouraged governments to be creative in allowing more <br />businesses to open within COVID-19 Protocols. <br />Discussion: <br />Outdoor dining at restaurants is one example where a business can open and comply <br />with COVID 19 protocols. Resolution 9278 grants flexibility that allows this and, an <br />other creative solution that if so determined by the city to meet State and Federal <br />COVID 19 protocols, can operated within those parameters. <br />Kennedy and Graven supplied the resolution as well as two attachments, License for <br />operations where flexibility is granted and license for temporary use of public property <br />by the business. Unlikely we have a situation where this would be needed but <br />resolution and this document will provide the flexibility if needed. <br />Strategic Plan Strategy/Goal: This resolution is consistent with the Vision Statement, <br />"A progressive City that is welcoming, and a desirable destination to all ages & <br />cultures, who seek progress through partnerships, and a place where residents can <br />work, live, and play safely and show pride in the community" <br />Financial Impact: There is no direct fiscal impact to the city. However, continued <br />shutdown of area businesses will result in a reduction in business license fee <br />Recommendation: Staff recommends support of Resolution 9278. <br />Respectfully submitted, <br />Nyle Zikmund <br />
