RESOLUTION 9275 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING CERTAIN EMPLOYEE AND VOLUNTEER <br />APPRECIATION EVENTS <br />WHEREAS, the Mounds View City Council wishes to show its appreciation to employees <br />and volunteers for dedicated and committed service; and <br />WHEREAS, the City Council understands that all expenditures of public funds by the City <br />of Mounds View can only be made for a public purpose; and <br />WHEREAS, the Minnesota Supreme Court has stated that a public expenditure fulfills a <br />public purpose when: <br />(a) the expenditure benefits the community as a whole; <br />(b) the purpose of the expenditure is directly related to a governmental function; and <br />(c) the purpose of the expenditure primarily benefits the public interest, not a private <br />interest; and <br />WHEREAS, Minnesota Statutes Section 412.221, Subdivision 32 gives cities the authority <br />to expend funds for the good order of the city, to prevent crime, to benefit trade and commerce, <br />and to promote the health, safety and general welfare of the city and its residents; and <br />WHEREAS, public expenditures for appropriate employee and volunteer recognition <br />programs serve a public purpose because formally recognizing employees and volunteers who <br />make significant contributions and demonstrate their commitment during the performance of their <br />duties result in higher morale and productivity among all Mounds View employees and volunteers, <br />and therefore help the City to fulfill its responsibilities efficiently and more cost effectively; and <br />WHEREAS, public expenditures for food and refreshments associated with official <br />Mounds View City functions serve a public purpose when the provision of food or refreshments is <br />an integral part of the function and is deemed necessary to ensure meaningful participation by <br />the participants; and <br />WHEREAS, the City Council believes the benefits of attracting, retaining and motivating <br />employees through an employee recognition program support employee job satisfaction, which <br />in turn impacts cooperation and productivity. The result is to provide excellent public and customer <br />service to better serve the interests of the citizens of the community. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Mounds View, <br />Minnesota that the City of Mounds View will annually (when funds are available) contribute $1500 <br />toward an annual employee appreciation event to be held at the Mounds View Banquet and <br />Conference Center or Mounds View City Parks. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, the City of Mounds View will issue <br />to employee gift certificates in the amount of $5 per year of service at five-year increments. <br />
