MEETING IS CALLED TO ORDER by Mayor at 3:04 PM <br /> <br />2. PLEDGE OF ALLEGIANCE <br /> <br />3. ROLL CALL: Bergeron, Gunn, Hull, Meehlhause, Mueller <br /> <br /> NOT PRESENT: None. <br /> <br />4. SPECIAL ORDER OF BUSINESS – Mayoral Declaration of Local Emergency <br /> <br />A. Mayoral Declaration No. 2020-1 <br /> <br />Mayor Mueller read Mayoral Declaration No. 2020-1 finding that a local emergency does <br />exist in the City of Mounds View. <br /> <br /> <br />B. Resolution 9255 – Resolution pursuant to Minnesota Statutes Section 13.29 <br />extending the period of a Mayor-Declared Local Emergency <br /> <br />Administrator Zikmund reviewed the staff report. The Mayoral Declaration started the <br />local emergency which terminates in three day, and t his resolution will extend the <br />Declaration until further Council action changes and provides the City the ability to act as <br />necessary within statutory guidelines. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution <br />9255, extending Mayor Declared Local Emergency. <br /> <br />Roll Call Vote: Bergeron – Aye, Hull – Aye, Gunn – Aye, Meehlhause – Aye, Mueller – <br />Aye. Motion Carried <br /> <br />C. Mayor Statement and Determination Regarding Meetings by Telephone or <br />Other Electronic Means <br /> <br />Administrator Zikmund advised this action, which only needs the Mayor to declare by <br />signing, will allow meetings by phone or other electronic means. Council unanimous in <br />support of Mayor Statement. Administrator Zikmund stated staff is working with CTV on <br />options which include a conference call type meeting. Attorney Riggs indicated all votes <br />will need to be roll call when conducting meetings via other means.
