PROCEEDINGS OF THE MOUNDS VIEW CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Special Meeting March 20, 2020 Mounds View City Hall 2401 Mounds View Boulevard, Mounds View, MN 55112 3:00 P.M. 1. MEETING IS CALLED TO ORDER by Mayor at 3:04 PM 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Bergeron, Gunn, Hull, Meehlhause, Mueller NOT PRESENT: None. 4. SPECIAL ORDER OF BUSINESS – Mayoral Declaration of Local Emergency A. Mayoral Declaration No. 2020-1 Mayor Mueller read Mayoral Declaration No. 2020-1 finding that a local emergency does exist in the City of Mounds View. B. Resolution 9255 – Resolution pursuant to Minnesota Statutes Section 13.29 extending the period of a Mayor-Declared Local Emergency Administrator Zikmund reviewed the staff report. The Mayoral Declaration started the local emergency which terminates in three day, and t his resolution will extend the Declaration until further Council action changes and provides the City the ability to act as necessary within statutory guidelines. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9255, extending Mayor Declared Local Emergency. Roll Call Vote: Bergeron – Aye, Hull – Aye, Gunn – Aye, Meehlhause – Aye, Mueller – Aye. Motion Carried C. Mayor Statement and Determination Regarding Meetings by Telephone or Other Electronic Means Administrator Zikmund advised this action, which only needs the Mayor to declare by signing, will allow meetings by phone or other electronic means. Council unanimous in support of Mayor Statement. Administrator Zikmund stated staff is working with CTV on options which include a conference call type meeting. Attorney Riggs indicated all votes will need to be roll call when conducting meetings via other means.
