The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No : 05D <br />Meeting Date: Apr 13, 2020 <br />Type of Business: Consent <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9262, Approving Agreement for Building Official <br />Services (Contingency Plan) <br /> <br />Discussion: <br />In response to the COVID-19 pandemic, the Community Development Department has <br />created a contingency plan if Staff are unable to perform their jobs. Specific to building <br />plan review and inspections, if Nick Henly (Building Official) is out for an extended <br />period of time, Plan B is Jeff Baker (Spring Lake Park Building Inspector). If Jeff is out, <br />Plan C is Rum River Construction Consultants. Rum River served as our interim <br />Building Official in 2016. <br /> <br />Rum River has requested that the City adopt an agreement, prior to any services being <br />provided. The City Attorney has reviewed and edited the agreement. <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Address the property tax levy limitation in the City Charter, educate residents on inflow <br />& infiltration, & keep the same level of service while monitoring expenses. <br /> <br /> <br />Financial Impact: <br />Community Development has $1,000 budgeted for consulting services. If Rum River is <br />needed, the cost is $75 per hour for plan review and inspections (during business <br />hours). <br /> <br /> <br />Summary: <br />Mounds View and Spring Lake Park have an MOU to share building inspectors as <br />needed. In the event both city’s inspectors are unable to perform, Rum River <br />Construction Consultants will be used at an hourly rate. <br /> <br /> <br />Recommendation: <br />Staff recommends approval of the Agreement. <br /> <br /> <br />Respectfully, <br /> Jon Sevald, AICP <br />Community Development Director
