The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No : 08B <br />Meeting Date April 13, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9261, HR Related COVID 19 Issues <br /> <br />Introduction: <br />The COVID 19 Pandemic has resulted in numerous State and Federal Executive Orders <br />detailing a number of issues including workplace related issues. All have a specific <br />focus on limiting the infection rate while minimizing the economic impact to individuals <br />and our nation. <br /> <br />Discussion: <br />The challenge is striking the balance between delivering public services, which include: <br />water, sewer, police, fire, and streets. These services are the very core needed for <br />society to function as desired. Thus, as a local unit of government – we are at the very <br />base of the foundation and it is essential our services continue. <br /> <br />We have successfully transitioned all employees who are able to work from home, to <br />their work from home environment. However, Police and Public Works, other than <br />some administration, simply cannot work from home and fulfill their job duties. <br /> <br />Specific to PD: <br />1. Both Investigators and the Evidence Technician are/can be working from home <br />to the degree possible. <br />2. To the degree possible, the Chief and Deputy are staggering hours. <br /> <br />Questions arise when the following happen: <br />1. A family member of one of our Patrol Officers becomes ill. Do we then ask that <br />officer not to come into work for two weeks? If we do that, are obligated to pay <br />them? <br />2. If they come into work, and infect others who then are out sick – is that duty <br />related and do we pay those employees? <br />3. If an officer becomes ill and we know they had close contact (medical/domestic) <br />– is that duty related and thus, do we pay them versus them using sick leave? <br />4. If an officer has direct contact with an ill patient as part of a medical call , do we <br />ask the officer to self-quarantine for five days and pay them for their assigned <br />work shifts they would miss? <br />5. If the family loses child care and the parents have to stay home, can they use <br />sick leave, vacation or go on FMLA? <br /> <br />Specific to Public Works: <br />1. The Administrative Assistant, GIS Technician and Engineering Technician <br />are working from home. <br />2. To the degree possible, the Public Works and Superintendent stagger hours <br /> <br />Questions arise when the following happen
