Resolution 9261, COVID HR Issues. 5 6 City Administrator Zikmund discussed how the COVID-19 crisis was impacting the City of 7 Mounds View. He stated staff has been working together to address human resource issues. He 8 indicated this was a volatile topic that was changing on a weekly, sometimes daily basis. He 9 explained the proposed Resolution addresses police and public works staffing. He indicated the 10 most complex issue was how to cover time off if a staff member were to become ill. He 11 described how staff was staggering hours to reduce the amount of exposure and to ensure proper 12 social distancing measures were in place. He stressed the importance of the City having a policy 13 in place to allow employees to stay home if they were sick and that this not become a fiscal 14 burden for that employee. 15 16 Human Resources Coordinator Ewald discussed the proposed COVID-19 response policy in 17 further detail with the Council. She explained forms have been created for employees that need 18 to take leave per the League of Minnesota City standards. 19 20 Mayor Mueller asked if employees could use sick or vacation hours on top of the FMLA. 21 Human Resources Coordinator Ewald reported an employee could use sick and vacation time on 22 top of FMLA to make up the difference in missing time. 23 24 City Administrator Zikmund commented staff would come back to the City Council later this 25 year if there was a concern with vacation carry over, especially with the Police Department staff. 26 27 Mayor Mueller questioned if the Council had to pick a number for the hours tonight. City 28 Administrator Zikmund requested the Council select a number 29 30 Council Member Bergeron joined the meeting at 7:27 p.m. 31 32 Council Member Hull suggested the City go with 100 hours. 33 34 Council Member Meehlhause asked if the Council could approve 100 hours at this time and 35 amend this number later. City Administrator Zikmund reported the Council could amend this 36 number at a later date. 37 38 Council Member Meehlhause recommended the Council go with 80 hours instead of 100 hours. 39 40 Mayor Mueller questioned how many hours an employee at Mounds View banks in sick leave 41 per pay period. Finance Director Beer indicated this was 3.7 hours per period. He noted it would 42 take 21 pay periods of 10½ months to recover the 80 hours. 43 44 Mayor Mueller understood that City staff was typically very healthy. However, she stated if an 45
