Resolution 9261, COVID HR Issues. 5 <br /> 6 <br />City Administrator Zikmund discussed how the COVID-19 crisis was impacting the City of 7 <br />Mounds View. He stated staff has been working together to address human resource issues. He 8 <br />indicated this was a volatile topic that was changing on a weekly, sometimes daily basis. He 9 <br />explained the proposed Resolution addresses police and public works staffing. He indicated the 10 <br />most complex issue was how to cover time off if a staff member were to become ill. He 11 <br />described how staff was staggering hours to reduce the amount of exposure and to ensure proper 12 <br />social distancing measures were in place. He stressed the importance of the City having a policy 13 <br />in place to allow employees to stay home if they were sick and that this not become a fiscal 14 <br />burden for that employee. 15 <br /> 16 <br />Human Resources Coordinator Ewald discussed the proposed COVID-19 response policy in 17 <br />further detail with the Council. She explained forms have been created for employees that need 18 <br />to take leave per the League of Minnesota City standards. 19 <br /> 20 <br />Mayor Mueller asked if employees could use sick or vacation hours on top of the FMLA. 21 <br />Human Resources Coordinator Ewald reported an employee could use sick and vacation time on 22 <br />top of FMLA to make up the difference in missing time. 23 <br /> 24 <br />City Administrator Zikmund commented staff would come back to the City Council later this 25 <br />year if there was a concern with vacation carry over, especially with the Police Department staff. 26 <br /> 27 <br />Mayor Mueller questioned if the Council had to pick a number for the hours tonight. City 28 <br />Administrator Zikmund requested the Council select a number 29 <br /> 30 <br />Council Member Bergeron joined the meeting at 7:27 p.m. 31 <br /> 32 <br />Council Member Hull suggested the City go with 100 hours. 33 <br /> 34 <br />Council Member Meehlhause asked if the Council could approve 100 hours at this time and 35 <br />amend this number later. City Administrator Zikmund reported the Council could amend this 36 <br />number at a later date. 37 <br /> 38 <br />Council Member Meehlhause recommended the Council go with 80 hours instead of 100 hours. 39 <br /> 40 <br />Mayor Mueller questioned how many hours an employee at Mounds View banks in sick leave 41 <br />per pay period. Finance Director Beer indicated this was 3.7 hours per period. He noted it would 42 <br />take 21 pay periods of 10½ months to recover the 80 hours. 43 <br /> 44 <br />Mayor Mueller understood that City staff was typically very healthy. However, she stated if an 45
