The Mounds View Vision
A Thriving Desirable Community

Item No: 5.E.
Meeting Date: June 8, 2020
Type of Business: Consent Agenda
Administrator Review ______

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Rayla Sue Ewald, Human Resources Coordinator
Item Title/Subject: Resolution 9284, Approving Revisions to the Housing/Code/
Fire Inspector Job Description and title to Firefighter/Housing/
Code/Fire Inspector
Introduction:
When the position of Housing/Code/Fire Inspector was advertised February 27, 2020,
becoming a SBM Firefighter was listed as a desired qualification. The candidate hired for
the position, Isaiah Schoeman, came on board with five (5) years of SBM Volunteer
Firefighter experience. Mr. Schoeman desires to continue as a SBM Firefighter and
respond to fire and emergency calls as necessary during his employment at the City of
Mounds View.
Discussion:
Since we now have a SBM Firefighter onboard for daytime response, staff is requesting
to change the job description title from Housing/Code/Fire Inspector to Firefighter/Fire/
Housing/Code Inspector. Firefighter duties have been incorporated into the job
description. SBM Volunteer Firefighter has been moved from desired qualification to
minimum qualification. Staff additionally incorporated necessary clean up revisions.
Strategic Plan Strategy/Goal:
This addresses the City Council goal to recruit and retain staff.
Financial Impact:
By requiring the position to have firefighting responsibilities, the City will incur
approximately $6,000 annually in additional fees towards Mr. Schoeman’s Public
Employees Retirement Association Police and Fire (PERA P&F) account and Workers
Compensation. The positive benefits of having this position outweigh the negative
financial impacts, as the position will aid in covering Mounds View daytime fire calls.
Recommendation:
Staff recommends approval of Resolution 9284, Revisions to the Housing/Code/Fire
Inspector Job Description and title to Firefighter/Housing/Code/Fire Inspector.
_________________________
Rayla Sue Ewald, HR Coordinator
