The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 08A <br />Meeting Date: June 8, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9280 <br />Approving a Chicken/Duck Keeping License for Pa Haou <br />Shasky, 2256 Lois Drive <br /> <br />Introduction: The Mounds View City Council passed Ordinance 903, which amended Chapter 701 of <br />the Code, to provide for limited and controlled raising and keeping of chickens and/or ducks on <br />properties zoned R-1, Single Family. Residents are limited to no more than eight chickens or ducks <br />restricted to only backyard areas. This Ordinance became effective on August 3, 2015. <br /> <br />Discussion: Pa Haou Shasky 2256 Lois Drive, has submitted an application to keep three chickens on <br />her property. Attached is the application for the City Council’s consideration. The City requires that <br />backyard areas within which the chickens are allowed to roam must be fenced. A site inspection <br />conducted on May 14, 2020, indicated that a chain link fence exists enclosing the rear yard . Ms. Shasky <br />has indicated that the coop will have adequate setbacks; 20 feet from both affected lot lines. In addition, <br />Community Development has indicated that the coop is small enough so that is does not need a permit. <br />It appears this request meets all requirements under Ordinance 903. <br /> <br />In accordance with Ordinance 903, initial applications shall be considered by the Council after holding a <br />public hearing. Renewals are approved administratively unless the City has received substantial <br />complaints or related violations have been documented during the previous year. <br /> <br />The applicant has indicated they will join the Council meeting via Zoom. <br /> <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, “…welcoming a desirable destination to all ages and cultures…and a place where residents <br />can live, work and play.” <br /> <br />Financial Impact: None <br /> <br />Recommendation: Staff recommends opening a public hearing for public comment and recommends <br />approval of this license. This is an annual license running from January 1 to December 31. If approved, <br />this initial license will expire on December 31, 2021 at which time it will be up for renewal. <br /> <br />Staff has published a public hearing notice in the May 26, 2020 edition of the Shoreview Press, the City’s <br />official newspaper.
