City of Mounds View <br />2401 Mounds View Boulevard <br />Mounds View, MN 55112 <br />Page 1 of 2 <br /> <br /> <br /> <br /> <br /> <br />M EMORANDUM <br />To Quincy Street property owners with non-conforming driveways1 <br />From: Jon Sevald, Community Development Director <br />Subject: Clarification on non-conforming driveways <br />Date: May 22, 2020 <br /> <br />Beginning June 8, 2020 (weather permitting), the City will begin reconstruction of Quincy Street, north <br />of Co Rd H2, and south of Co Rd I. As part of this reconstruction, all non-conforming driveways (12 <br />properties) will be re-installed to be in conformance with City Codes.2 The City notified affected <br />property owners on May 13, 2020, including a deadline of June 5, 2020; (1) if to request a change in <br />their curb cut via the Private Improvement Program (PIP); or (2) if to appeal the City’s decision to <br />reinstall non-conforming driveways, to be conforming. June 5th is a hard-deadline. <br /> <br />To clarify, if your driveway is less than 5’ from the side yard property line, the City will reinstall it with a <br />5’ setback 3. If your driveway curb cut is wider than 24’, it will be reinstalled no wider than 24’. If you <br />have a second driveway, the second curb cut will be removed. <br /> <br />Property owners may appeal Staff’s decisions to the City Council, no later than Friday June 5, 2020, for <br />consideration by the City Council on Monday, June 8, 2020 (6:30 PM). If appealing, please include your <br />reasons for the appeal, and email jon.sevald@moundsviewmn.org . If, in the opinion of the directors of public works and community development, a nonconforming curb <br />cut cannot be made conforming without undue hardship or disruption to the property, the curb cut may remain <br />in existence, unchanged. Decisions regarding curb cuts may be appealed in writing to the City Council.
