M EMORANDUM
To Quincy Street property owners with non-conforming driveways1
From: Jon Sevald, Community Development Director
Subject: Clarification on non-conforming driveways
Date: May 22, 2020

Beginning June 8, 2020 (weather permitting), the City will begin reconstruction of Quincy Street, north
of Co Rd H2, and south of Co Rd I. As part of this reconstruction, all non-conforming driveways (12
properties) will be re-installed to be in conformance with City Codes.2 The City notified affected
property owners on May 13, 2020, including a deadline of June 5, 2020; (1) if to request a change in
their curb cut via the Private Improvement Program (PIP); or (2) if to appeal the City’s decision to
reinstall non-conforming driveways, to be conforming. June 5th is a hard-deadline.

To clarify, if your driveway is less than 5’ from the side yard property line, the City will reinstall it with a
5’ setback 3. If your driveway curb cut is wider than 24’, it will be reinstalled no wider than 24’. If you
have a second driveway, the second curb cut will be removed.

Property owners may appeal Staff’s decisions to the City Council, no later than Friday June 5, 2020, for
consideration by the City Council on Monday, June 8, 2020 (6:30 PM). If appealing, please include your
reasons for the appeal, and email jon.sevald@moundsviewmn.org . If you do not have access to email,
please call (763) 717-4022, and Staff will relate your appeal and reasoning to the City Council.

Respectfully,
Jon Sevald, AICP
Community Development Director
