Mounds View Planning Commission February 5, 2020 <br />Regular Meeting Page 3 <br />________________________________________________________________________ <br /> <br />Associates, commented further on the entrance and exits from the school and stated he was not <br />proposing any turn control at the north drive. <br /> <br />Commissioner Monn requested further information on the snow removal plan stating she did not <br />want the adjacent neighbors to be impacted by the schools snow and water runoff. Mr. <br />Ghormley reviewed the snow removal plan noting the snow would be pushed to the east towards <br />the pond. He explained the ent ire parking lot was sloped to the east and the catch basins would <br />discharge to the drainage pond. He commented further on the slope of the parking lot. <br /> <br />Commissioner Monn questioned why the water runoff did not flow to the south. Mr. Ghormley <br />discussed the slope of the property and indicated the runoff had to be properly treated which <br />meant the water had to flow through the stormwater pond. <br /> <br />Commissioner Monn asked who was responsible for filtering the water. Mr. Ghormley stated the <br />infiltration basin met all Rice Creek Watershed District requirements. He reported maintenance <br />of the infiltration basin would be the school’s responsibility. <br /> <br />Commissioner Monn inquired where emergency vehicles would park when coming to the school. <br />Mr. Ghormley reported fire lane access was located along the front curb adjacent to the school <br />building. Community Development Director Sevald noted the plans had been reviewed the SBM <br />Fire Department. <br /> <br />Gary Meehlhause, 7400 Park View Drive, stated the whole idea of separating busses from parent <br />drop off was a common theme occurring at all schools for safety purposes. He indicated this <br />type of realignment was occurring at all schools in the district. <br /> <br />Chair Stevenson closed the public hearing at 7:23 p.m. <br /> <br />MOTION/SECOND: Co mmissioner Rundle/Commissioner Farmer. To approve Resolution <br />1114-20, a Resolution Recommending Approval of a Variance for a Reduced Side Yard Setback <br />from 30 feet to 20 feet for a Parking Lot at 5500 Quincy Street ; Planning Case No. VR2020-001. <br /> <br /> Ayes – 6 Nays – 0 Motion carried. <br />_____________________________________________________________________________ <br /> <br />6. Other Planning Activity <br /> <br />A. Annual Review of Planning Commission Bylaws <br /> <br />Community Development Director Sevald requested the Commission review and approve the <br />Planning Commission Bylaws. It was noted the last significant change made to the Bylaws <br />occurred in 2017. <br /> <br />Commissioner Farmer recommended the name of the City Administrator be updated. He <br />suggested the language within the bylaws be updat ed to reflect staff can telephone and/or other
