Item No : 08A Meeting Date : June 22, 2020 Type of Business: Council Business City Administrator Review: _____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 9281, Resolution Approving Mounds View Liquor License Renewals • On-Sale Intoxicating Liquor/Sunday Sales/Outdoor Consumption License Renewal for The Mermaid, located at 2200 Mounds View Boulevard • On-Sale Intoxicating Liquor/Sunday Sales/Outdoor Consumption License Renewal for Moe’s American Grill, 2400 Mounds View Boulevard • On-Sale Intoxicating Liquor License/Sunday Sales Renewal for Mounds View 15 Theater, 2430 Mounds View Boulevard • Off -Sale Intoxicating Liquor License for Merwyn Liquor, 2577 Mounds View Boulevard • Off -Sale Intoxicating Liquor License for Vino & Stogies, 2345 County Road H2 • Off -Sale 3.2 Malt Liquor Off-Sale License for SuperAmerica #4264, 2640 County Road I Introduction: In accordance with Ordinance 951, a public hearing is no longer required for liquor license renewals. The City of Mounds View issued liquor licenses for the subject businesses effective July 1, 2019, and their renewals are before the City Council for consideration as they will expire June 30, 2020. Discussion: All applicants, with the exception the Theater, have submitted their city liquor license application materials and the applicable fees. Staff has had communication with a Theater representative who indicated that they are not sure about reopening but will keep us informed. Staff indicated that we would continue with a renewal process if and when necessary. The following investigations and inspections have been conducted to determine whether there is cause for the City to consider denial of any of the above referenced liquor license applications: Police Inquiry and Investigations (Mounds View Police Department) From May 21, 2019 to May 21 , 2019 the Mounds View Police Department responded to the following numbers of calls: Merwin Liquors 9 calls Moe’s American Grill 23 calls Mounds View 15 Theater 45 calls Speedway (formerly S/A) 98 calls Mermaid/AmericInn 109 calls Vino & Stogies 24 calls Utility Billing Inquiry (City of Mounds View) Moe’s American Grill has an outstanding water/sewer bill in the amount of $11,109.34. As you may recall, we had the same situation last year. Staff was in contact with Mr. Moritko as late as Thursday, June 18th and he is in the process of getting the water/sewer bill paid. In addition, Moe’s is currently operating at 50 percent capacity due to Covid 19 requirements and has requested waiving all Liquor License Fees for 2020 given the shut down and only partial reopening. New Brighton was cited as the model and staff has verified that New Brighton has waived fees. However, Mr. Moritko did pay the pro-rated Mounds View liquor license fee set by Council.
