Item No : 08A <br />Meeting Date : June 22, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9281, Resolution Approving Mounds View Liquor <br />License Renewals <br /> <br />• On-Sale Intoxicating Liquor/Sunday Sales/Outdoor Consumption License Renewal for The <br />Mermaid, located at 2200 Mounds View Boulevard <br />• On-Sale Intoxicating Liquor/Sunday Sales/Outdoor Consumption License Renewal for <br />Moe’s American Grill, 2400 Mounds View Boulevard <br />• On-Sale Intoxicating Liquor License/Sunday Sales Renewal for Mounds View 15 Theater, <br />2430 Mounds View Boulevard <br />• Off -Sale Intoxicating Liquor License for Merwyn Liquor, 2577 Mounds View Boulevard <br />• Off -Sale Intoxicating Liquor License for Vino & Stogies, 2345 County Road H2 <br />• Off -Sale 3.2 Malt Liquor Off-Sale License for SuperAmerica #4264, 2640 County Road I <br /> <br />Introduction: In accordance with Ordinance 951, a public hearing is no longer required for liquor <br />license renewals. The City of Mounds View issued liquor licenses for the subject businesses <br />effective July 1, 2019, and their renewals are before the City Council for consideration as they will <br />expire June 30, 2020. <br /> <br />Discussion: All applicants, with the exception the Theater, have submitted their city liquor license <br />application materials and the applicable fees. Staff has had communication with a Theater <br />representative who indicated that they are not sure about reopening but will keep us informed. Staff <br />indicated that we would continue with a renewal process if and when necessary. The following <br />investigations and inspections have been conducted to determine whether there is cause for the <br />City to consider denial of any of the above referenced liquor license applications: <br /> <br />Police Inquiry and Investigations (Mounds View Police Department) <br />From May 21, 2019 to May 21 , 2019 the Mounds View Police Department responded to the <br />following numbers of calls: <br /> <br />Merwin Liquors 9 calls <br />Moe’s American Grill 23 calls <br />Mounds View 15 Theater 45 calls <br />Speedway (formerly S/A) 98 calls <br />Mermaid/AmericInn 109 calls <br />Vino & Stogies 24 calls <br /> <br />Utility Billing Inquiry (City of Mounds View) <br />Moe’s American Grill has an outstanding water/sewer bill in the amount of $11,109.34. As you may <br />recall, we had the same situation last year. Staff was in contact with Mr. Moritko as late as <br />Thursday, June 18th and he is in the process of getting the water/sewer bill paid. <br /> <br />In addition, Moe’s is currently operating at 50 percent capacity due to Covid 19 requirements and <br />has requested waiving all Liquor License Fees for 2020 given the shut down and only partial <br />reopening. New Brighton was cited as the model and staff has verified that New Brighton has <br />waived fees. However, Mr. Moritko did pay the pro-rated Mounds View liquor license fee set by <br />Council. <br /> <br /> <br />
