The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No : 08B <br />Meeting Date: June 22, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9282 Approving the Renewal of Mounds View <br />Business Licenses expiring June 30, 2020 (Non-Liquor) <br /> <br />Introduction: The businesses shown in attached Exhibit A have a current license with the City of Mounds <br />View that will expire June 30, 2020. These businesses are required to renew their license with the City on <br />an annual basis. Each of the businesses listed has applied to the City to renew their business license. <br /> <br />Discussion: The City has received the appropriate fees, completed and signed renewal applications, proof <br />of adequate insurance where necessary and satisfactory reports and inspections from the appropriate <br />departments and agencies, including any delinquent water/sewer bills, invoices, and satisfactory fire <br />inspections with the exception of Little Caesar’s Pizza, and Tony’s Sandwich King. Staff has reached out to <br />both businesses several times and it is our understanding that both businesses are operating and plan to <br />continue to do so after June 30th. Staff will continue to work with these businesses to obtain their renewal <br />information. <br /> <br />Utility Billing - As discussed in the staff report for liquor license renewals, Moe’s American Grill has an <br />outstanding water/sewer bill in the amount of $11,109.34. Staff was in contact with Mr. Moritko as late as <br />Thursday, June 18th and he is in the process of getting the water/sewer bill paid. <br /> <br />Ramsey County Taxation - All property taxes are current to date. <br /> <br />Fire Inspection (City of Mounds View Fire Inspector) - All properties were inspected for fire code violations. <br />However, with the COVID pandemic, extensions have been granted to those businesses that were unable to <br />be open for a period of time or still may even be closed. Staff recommends approving all business licenses <br />with the understanding that each business that has fire code violations will be responsible correcting them in <br />a reasonable and timely manner or risk possible license revocation. <br /> <br />As a side note, Mounds View had one restaurant close for business in late 2019; Arepa Bite. <br /> <br />Strategic Plan Strategy/Goal: Strategic Plan Strategy/Goal: Our licensing ordinance and its <br />requirements along with the renewal applications listed relate to our Vision Statement; “…welcoming a <br />desirable destination to all ages and cultures…and a place where residents can live, work and play safely” <br />and by approving the license renewals the City will “….maintain a positive business climate where <br />businesses want to locate and remain in Mounds View”. <br /> <br />Financial Impact: None <br /> <br />Recommendation: Staff recommends approval of license renewals listed in Exhibit A of Resolution 9282. <br />Approval of the licenses are contingent upon a satisfactory inspection report from SBM Fire Department. <br />Items in red will be approved contingent upon license requirements being met. <br /> <br />If renewals are approved, the time period of each license will be July 1, 2020 to June 30, 2021. <br /> <br />Respectfully submitted, <br /> <br />________________________ <br />Nyle Zikmund, City Administrator
