The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> <br />Item No: 8.C. <br />Meeting Date: June 22, 2020 <br />Type of Business: Council Business <br />Administrator Review ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9288, Approving COVID-19 Preparedness Plan <br /> <br />Introduction: <br />Under Governor Tim Walz’s Executive Orders, identified businesses in operation during the <br />peacetime emergency are required to establish a COVID-19 Preparedness Plan. The <br />Preparedness Plan must follow Centers for Disease Control and Prevention (CDC) and Minnesota <br />Department of Health (MDH) guidelines for COVID-19, federal Occupational Safety and Health <br />Administration (OSHA) standards and Executive Order 20-48 related to worker and customer, if <br />the business has customer facing operations, and address: <br /> <br />• Hygiene and respiratory etiquette; <br />• Engineering and administrative controls for social distancing; <br />• Cleaning, disinfecting, decontamination and ventilation; <br />• Prompt identification and isolation of sick persons; <br />• Communications and training provided to managers and employees; and <br />• Management and supervision necessary to ensure effective implementation of the plan <br /> <br />A template received from the Governor’s Office was used as a guideline. <br /> <br />Discussion: <br />Following the directive from Governor Walz, staff prepared the City’s COVID-19 Preparedness <br />Plan using a template received from the Governor’s office as a guideline. The COVID-19 <br />Preparedness Plan will adjust as changes occur with the current pandemic. <br /> <br />Strategic Plan Strategy/Goal: <br />This addresses the City Council goal to implement HR policies. <br /> <br />Financial Impact: <br />Financial impacts are anticipated to be reimbursed by the State. <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 9288, Approving COVID-19 Preparedness Plan. <br /> _________________________ <br />Rayla Sue Ewald <br />Human Resources Coordinator
