The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 8D <br />Meeting Date: June 22, 2020 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9289, Accepting Bids and Awarding a Contract to <br />Bergerson Caswell, Inc. for Municipal Well No. 6 Rehabilitation <br /> <br />Background: <br />The City established a maintenance program whereby well, pump, and motors for municipal <br />wells, would be evaluated and rehabilitated on a seven-year cycle. A longer period of <br />eleven years was attempted but this period was too lengthy in order to identify minor <br />problems and correct them before they became major issues. Municipal Well No. 6 had <br />rehabilitation in 2015 and as part of the Water Treatment Rehabilitation Project was included <br />in the overall budget. <br /> <br />Discussion: <br />Staff prepared plans and specifications in-house and solicited quotes from qualified well <br />contractors. The quote proposal included a base schedule and basic work items (items that <br />will be performed for the project). Additionally, an alternate schedule was also included to <br />solicit prices for advanced work items (work that might be required after inspection of the <br />well and well components). <br /> <br />A request for quote went to seven (7) qualified well contractors, four (4) submitted quotes: <br /> <br />Rank Well Contractor (City, State) Quote Amount* <br />Low Bergerson Caswell Inc,(Maple Plain, MN) $38,940.00 <br />2 Keys Well Drilling Company (Saint Paul, MN) $40,525.00 <br />3 Thein Well (Spicer MN) $42,525.00 <br />4 Traut Companies (Waite Park, MN) $55,675.00 <br />*The base schedule amount determined the lowest successful quote. <br /> <br />The low quote was submitted by Bergerson Caswell, Inc. of Maple Plain, Minnesota, <br />rehabilitation for Municipal Well No. 6? has been included in the Water Treatment <br />Rehabilitation Project, and in the adopted 2020 budget in the amount of $150,000.00 for <br />Well rehabilitation of wells 5 & 6, and funded under the water enterprise fund (700-4823- <br />7050). <br /> <br />If awarded, Bergerson Caswell, Inc. will begin scheduling the well rehabilitation work in <br />conjunction with Shank Constructors, the general contractor for the Water Treatment <br />Rehabilitation Project. The contract documents require that the work be substantially <br />complete by July 31, 2020, with final completion on or before August 24, 2020. <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Goal <br />Focus efforts on recruiting good employees and providing an environment to keep them.
