MOUN-DS ViEw <br />City of Mounds View Staff Report <br />Item No: 8B <br />Meeting Date: September 28, 2020 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9310, Approving Storm Sewer Repair at 2223 <br />Bronson Drive <br />Background / Discussion: <br />The storm sewer pipe at 2223 Bronson Drive has failed and requires replacement. <br />This storm sewer pipe is the overflow outlet for a small storm sewer pond that receives <br />runoff from several residential yards in the area. Once the water level reaches the <br />discharge pipe elevation, the water flows into the storm water pipe and out to the larger <br />storm sewer system on Bronson Drive. <br />The current pipe is plastic pipe. Due to the high ground water and frost upheave an offset <br />joint has been created in the pipe. The broken infrastructure has caused the water level <br />in to rise because it is not properly draining thus affecting the properties surrounding the <br />pond. <br />Staff has met with the property owner and informed him of the necessary repairs. <br />In 1975, the City entered into an agreement with the property owner that allowed the <br />installation of a driveway over the storm sewer easement. The agreement entails that any <br />maintenance to the infrastructure would be performed by the City and but would not <br />include replacement of the impervious surface (driveway). See attached copy of <br />agreement. <br />Note: The City will hydro -seed the grassy areas of the property disturbed by the <br />excavation along with Class 5 on the driveway area. <br />The current property owner has indicated that the storm sewer pipe was replaced during <br />the Bronson Street Project in 1996 and the driveway was replaced by the City at that time. <br />The property owner is requesting that the City replace the driveway again after the repairs <br />are made. <br />Staff was not able to find any records of the storm sewer repair nor the driveway <br />replacement as part of the 1996 street project. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
