S <br />City of Mounds View Staff R <br />ort <br />Item No. 9.13.2. <br />Meeting Date: September 28, 2020 <br />Type of Business: Reports of Staff <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: Business Assistance Discussion <br />The City Council has indicated a desire to assist those businesses that were forced to close as a <br />result of the Governor's Stay -At -Home order. The City Council has refunded 25% of license fees <br />for impacted businesses. The Council could consider refunding additional amounts (Liquor <br />$9,750, Tobacco $495, Restaurant $2,236, Other $984) and could consider reducing renewal <br />fees for 2021 (Liquor $13,000, Tobacco $660, Restaurant $2,495, Other $1,312). The City <br />Council could also consider a grant program for those affected businesses. Attached are the City <br />of Blaine and the City of Spring Lake Park's grant programs as an example of the possible <br />eligibility requirements. <br />Staff is looking for direction on how the City Council would like to proceed. If the City Council is <br />interested in a grant program, the EDA would be the conduit to effectuate the program. Staff <br />would recommend establishing a budget which will determine the possible size of grants.
