MOUNms WE-W <br />of Mounds View Staff R <br />Item No: 1 <br />Meeting Date: October 5 2020 <br />Type of Business: WS <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Park and Recreation Program / YMCA Contract <br />Introduction: <br />The City and YMCA have been partners for over 15 years. In June of this year Staff received <br />notice from the YMCA a desire to re -negotiate the current contract for running the Park and <br />Recreation programming. Council received two proposals from the YMCA and these were <br />presented at the August and September 2020 Work Sessions. After further discussion at the <br />September Work Session Council directed the YMCA to further clarify the proposals and <br />expand on how the future recreation programming would look. <br />The Council also directed Staff to prepare a proposal for bringing the Park and Recreation <br />programming back in house. <br />Discussion: <br />Staff will present a brief history of the Park and Recreation program that was run by the City <br />from 1958 until 1998. Staff will also provide an outline of how the Parks and Recreation <br />programming would be organized, run and what programs would be offered post COVID -19 <br />and growing the program for the future. Staff will also provide an estimated draft operating <br />budget for 2021 and time line if the City Council decides to bring the Parks and Recreation <br />Program back to being City run. <br />Recommendation: <br />Receive presentations and provide feedback and direction to City Staff on either having the City <br />facilitate the Park and Recreation programming or to have the YMCA continue to run the <br />program. If the Council elects to continue with the YMCA, Staff will finalize the options and <br />contract with the YMCA and bring back for formal approval.
