City of Mounds View 1 2040 Comprehensive Plan <br />DRAFT September 21, 2020 <br />Revisioning Mounds View Boulevard <br />In 1999, MnDOT completed the MN Highway 610 bridge across the Mississippi <br />River. The new bridge resulted in a significant decrease in traffic on County Road <br />10, from 43,000 Average Daily Traffic (ADT) in 1999, to 26,500 ADT in 2001. <br />In 2002, the City completed the County Road 10 Redevelopment and <br />Revitalization Plan. The Plan considered realignment of several odd -angled <br />intersections of County Road 10 (Mounds View Blvd), but focused on two <br />intersections; (1) County Road H2, and (2) Long Lake Road. When the plan was <br />made public, several affected landowners opposed the proposed realignments <br />because of the needed land takings. The plan was shelfed. Since that time, a <br />number of development projects have occurred at these two intersections, <br />rendering the 2002 realignment plan obsolete. Over the years, the City Council <br />has had numerous conversations regarding improving the Mounds View Blvd <br />corridor, focusing on trails, landscaping, and streetscaping, in addition to <br />redevelopment. The City has no plans to improve the roadway itself. <br />If and when Ramsey County considers reconstruction of the roadway, the City <br />wishes to consider converting it from a rural section with open ditches, to an urban <br />section with storm sewer, curb & gutter. This would allow a landscaped median, <br />and significant visual improvements to the corridor. Such a plan would involve the <br />roadway segment between 1-35W in Mounds View, and MN Highway 65 in Spring <br />Lake Park, necessitating a coordinated project with Ramsey County, Anoka <br />County, and the two cities.
