COMPREHENSIVE SEWER PLAN <br />Introduction <br />September 15, 2020 <br />1.0 INTRODUCTION <br />1.1 REGULATORY FRAMEWORK <br />The Metropolitan Land Planning Act (amended 1995) requires local governments to prepare <br />comprehensive plans and submit them to the Metropolitan Council to determine their consistency with <br />metropolitan system plans. The local comprehensive plan is to include a wastewater plan element <br />covering the collection and disposal of wastewater generated by the community. Similarly, the <br />Metropolitan Sewer Act requires local governments to submit a Comprehensive Sewer Plan (CSP) which <br />describes the current and future service needs required from the Metropolitan Council. <br />The Metropolitan Council's 2040 Water Resources Policy Plan (2040 WRPP) lays out requirements for <br />the wastewater plan element of the comprehensive plan as well as the Comprehensive Sewer Plan. For <br />simplicity, the Metropolitan Council has combined the required elements of both plans into a single set of <br />criteria, contained in the 2040 WRPP. <br />This 2018 Mounds View CSP addresses the criteria of the 2040 WRPP. It provides growth projections, <br />design parameters for the existing sanitary sewer system, proposed improvements to or expansion of the <br />system, and strategies for addressing excessive infiltration and inflow in the system. <br />1.2 PHYSICAL SETTING <br />Mounds View is an established residential community of small town charm and friendly folks, located <br />primarily in northwestern Ramsey County. The City is mostly developed, and there have not been <br />significant changes to land use or zoning in the last decade. Relatively small residential developments <br />have been constructed along Highway 10, and more are planned. These residential developments are <br />located in areas that are already urbanized. Bordering communities include Blaine to the north, Arden <br />Hills and Shoreview to the east, Fridley and Spring Lake Park to the west, and New Brighton to the south, <br />as shown in Figure 1-1. <br />The City of Mounds View was established in 1958 and has a total land area of 2,630 acres. The City is <br />fully urbanized with a diverse residential population and a variety of commercial and industrial <br />development.
