continually changing as cities update their Wellhead Protection Plans, with the general trend being to
expand the boundaries as regulations become stricter. A significant portion of the City lies within a
DWSMA and is unsuitable for stormwater infiltration practices. The Minnesota Stormwater Manual
contains a flowchart that lays out MPCA and Minnesota Department of Health guidance on the use of
infiltration in DWSMAs. In general, infiltration is prohibited or strongly discouraged in areas of high or
very high vulnerability or within Emergency Response Areas. Infiltration is likewise prohibited or strongly
discouraged in areas of moderate vulnerability unless a higher level of review indicates that it is
acceptable. Infiltration is feasible in areas with low vulnerability that are also outside Emergency
Response Areas, as well as areas outside DWSMAs, subject to other potential restrictions (soil type,
contamination, etc.).
Figure 2.3 — Drinking Water Supply Management Areas
LEGEND I.
-
SOU RCE Yd4TER PROTECTION DATA 4
927 - Blaine SW
C3 EM ER13ENCY RESPONSE AREA
I
C3 WELLHEAD PROTECTION AREA
DRINKING WATER SUPPLY
_
MANAGEMENTAREA
DVVSMA VULN ER ABILITY
HIGH
MODERATE
I
LOW
I I
CRY LIMITS
DATA SOURCE: MN DEPT.
