The City sanitary sewer system collects wastewater for transport to the Metro <br />Wastewater Treatment Facility where it is treated. <br />The City will continue the current arrangement with the RCWD regarding Wetland Conservation Act <br />(WCA) administration and permitting activities. The City will coordinate site plan review efforts <br />concurrently with the RCWD, but ultimately defer to the RCWD for WCA administration and permitting <br />activities. <br />City staff coordinates with the RCWD and other outside agencies in surface water resource management <br />and conservation. The City's current regulations are available on the City's website at: <br />http://www.ci.mounds-view.mn.us/. <br />3.3 RAMSEY COUNTY <br />Ramsey County was created in 1849 and is one of Minnesota's original nine counties. The County <br />provides many services to Mounds View residents, including health services and property records. County <br />government also includes the Ramsey Conservation District (RCD), which encourages the protection of <br />natural resources. <br />3.4 RICE CREEK WATERSHED DISTRICT (RCWD) <br />The City lies entirely within the RCWD. The RCWD encompasses approximately 185 square miles of <br />Anoka, Hennepin, Ramsey, and Washington counties in Minnesota. Portions of the RCWD are in the <br />following municipalities: Arden Hills, Birchwood Village, Blaine, Centerville, Circle Pines, Columbia Heights, <br />Columbus, Dellwood, Falcon Heights, Forest Lake, Fridley, Grant, Hugo, Lauderdale, Lexington, Lino <br />Lakes, Mahtomedi, May Township, Mounds View, New Brighton, Scandia, Roseville, Shoreview, Spring <br />Lake Park, Saint Anthony, White Bear Lake, White Bear Township, and Willernie. <br />The RCWD updated their Watershed Management Plan in 2020 and last updated their rules in December <br />2016 (effective January 2017). This LSWMP reflects these updated rules. <br />The RCWD is active in the regulatory process, including issuing permits to ensure that property owners <br />and land users manage water resources in the District according to RCWD goals and policies. In general, <br />as defined in the RCWD rules, the types of projects that may be regulated by the RCWD include, but are <br />not limited to: <br />■ Land development and redevelopment. <br />■ Road projects. <br />■ Trail projects. <br />■ Utility projects. <br />As discussed further in this SWMP, it is the intent of the City to take over responsibility for the permitting <br />of stormwater and wetlands. <br />City of Mounds View 16 <br />Local Surface Water Management Plan Stantec Project No. 193804166 <br />(5 5tantec <br />
