5) Post -construction runoff control 6) Pollution prevention in municipal operations <br />In addition to the NPDES program, the MPCA is required to publish a list of impaired waters: lakes and <br />streams in the state that are not meeting federal water quality standards. For each waterbody on the list, <br />the MPCA is required to conduct a study to determine the allowable Total Maximum Daily Load (TMDL) <br />for each pollutant that exceeds the standards. The proposed 2018 MPCA list of impaired waters identifies <br />2,627 TMDL reports needed for the lakes, rivers, and streams in the state. Local governments are <br />required to incorporate completed TMDL studies into their Local Surface Water Management Plans and <br />review their SWPPPs to determine if additional BMPs are needed to comply with the TMDL waste load <br />allocation. The City has one impaired waterbody in its boundaries: Rice Creek, due to fish, <br />macroinvertebrate, and E. coli bioassessments. In addition, runoff from Mounds View discharges to Long <br />Lake, a downstream stretch of Rice Creek, and to the Mississippi River, that are also identified as <br />impaired waters according to the MPCA. Further discussion about the impaired waters receiving discharge <br />from the City is included in Section 6.4. <br />In response to these multiple regulatory activities, the MPCA published the Minnesota Stormwater <br />Manual. This publication provides surface water management tools and guidance. The Manual presents a <br />unified statewide approach to surface water practices. <br />3.8 MINNESOTA DEPARTMENT OF NATURAL RESOURCES (MNDNR) <br />Originally created in 1931 as the Department of Conservation, the MnDNR has regulatory authority over <br />the natural resources of the state. MnDNR divisions specialize in waters, forestry, fish and wildlife, parks <br />and recreation, land and minerals, and related services. The Division of Waters administers programs in <br />lake management, shoreland management, dam safety, floodplain management, wild and scenic rivers, <br />the public waters inventory (PWI), and permitting of development activity within public waters. <br />3.9 MINNESOTA DEPARTMENT OF HEALTH (MDH) <br />The MDH manages programs to protect the public health, including implementation of the Safe Drinking <br />Water Act. The MDH has regulatory authority for monitoring water supply facilities such as water wells, <br />surface water intakes, water treatment, and water distribution systems. The MDH also is responsible for <br />the development and implementation of the wellhead protection program. <br />3.10 MINNESOTA ENVIRONMENTAL QUALITY BOARD (EQB) <br />The EQB is comprised of five citizen members and the heads of ten state agencies that play an important <br />role in Minnesota's environment and development. The EQB develops policy, creates long-range plans, <br />and reviews proposed projects that may significantly influence Minnesota's environment. <br />3.11 MINNESOTA DEPARTMENT OF TRANSPORTATION (MNDOT) <br />Within the City, MnDOT administers several state highway systems. MnDOT approval is required for any <br />construction activity within state rights -of -way. MnDOT also administers a substantial amount of funding <br />for transportation projects completed in the City.
