4.0 LSWMP REFERENCES
4.1 2020 RCWD WATERSHED MANAGEMENT PLAN
The 2020 RCWD Watershed Management Plan (WMP) provides the guidance and implementation
strategies for the RCWD to manage its water and natural resources set forth in Minnesota Statutes
103B.231 and Minnesota Rule 8410.
The RCWD organizes its 2020 WMP into nine management categories that are used to describe the
diversity of resources and issues across the District. These categories encompass specific resource
concerns and associated issues. The management categories are the foundation by which the RCWD will
organize its actions and efforts to meet measurable goals and address priority issues of the RCWD. These
management categories are:
1. MS 103E Public Drainage Systems.
2. Non-103E Drainage Systems.
3. District Facilities.
4. Flooding.
5. Water Quality Management.
6. Funding.
7. Collaborations.
8. Regulatory.
9. Communication, Outreach, and Education.
4.2 2017 RCWD RULES
The RCWD Board of Managers adopted a revised set of rules in December 2016 that became effective in
January 2017. Designed to protect the public's health, welfare, and natural resources, these rules govern
stormwater management, soil erosion and sediment control, floodplain alterations, wetland alterations,
and other activities. These rules are enforceable under Minnesota Statute, and can be found at the
RCWD's website at http://www.ricecreek.org/.
As discussed further in this SWMP, it is the intent of the City to take over responsibility for the permitting
of stormwater and wetlands.
4.3 SOUTHWEST URBAN LAKE STUDY REPORT AND MANAGEMENT ACTION PLAN
The RCWD completed the Southwest Urban Lake Study in 2009. This study analyzed 24 urban lakes in
the southwest portion of the RCWD, which included Spring Lake. The goal of the report was to assess
water quality in relation to state standards and to develop Management Action Plans (MAPs) for each
lake. Phase I of the report included:
• An assessment of existing lake quality data.
• Lake -bottom sediment sampling and analysis.
• Delineation of sub -watershed boundaries and land use determinations for each lake studied.
City of Mounds View 20
Local Surface Water Management Plan Stantec Project No. 193804166
(5 5tantec
