Policy 7: Require that the low floor elevation of new structures provide a minimum of 2 feet of <br />freeboard above the 100-year High Water Level or 1 foot of freeboard above the emergency <br />overflow of an adjacent pond. <br />Policy 8: Preserve the existing water storage capacity within the 100-yr floodplain by prohibiting <br />encroachments into the floodplain. <br />7.2.3 RUNOFF VOLUME <br />Goal: Reduce pollutant loads and impacts to waterbodies and encourage groundwater recharge by <br />reducing the volume of surface water runoff from development and redevelopment areas. <br />Policy 9: Adopt RCWD Rule C by reference. Develop Comprehensive Stormwater Management Plans <br />(CSMP) for required stormwater management as an alternative to meeting the requirements <br />of RCWD Rule C, Sections 6 and 7. The RCWD is required to approve any CSMP. Review and <br />update City code as necessary to reflect this policy. <br />Goal: Reduce the volume of surface water runoff from existing developed areas. <br />Policy 10: Coordinate efforts with the RCWD to minimize impervious surfaces (where feasible) when <br />reconstructing streets and other paved surfaces to provide volume control benefit. <br />Policy 11: Where practical, encourage the use of infiltration BMPs in existing developed areas, taking <br />into consideration site limitations such as soil conditions, depth to groundwater, safety, snow <br />removal, and maintenance issues. Also consider the use of stormwater reclamation for <br />reducing stormwater runoff volume. <br />7.2.4 NUTRIENT AND SEDIMENT LOADING <br />Goal: Reduce the nutrient and sediment loads discharged from land development or redevelopment. <br />Policy 12: Adopt RCWD Rule C by reference. Develop Comprehensive Stormwater Management Plans <br />(CSMP) for required stormwater management as an alternative to meeting the requirements <br />of RCWD Rule C, Sections 6 and 7. The RCWD is required to approve any CSMP.
