1301.05 <br />l 30l .06 <br />f. Section 1301.09, subdivision 3 of this Chapter lists the standards for the placement <br />and use of recreational vehicles in the Flood Fringe District. <br />g. Owners and contractors shall securely anchor all manufactured homes to an <br />adequately anchored foundation system that resists flotation, collapse and lateral <br />movement. Methods of anchoring may include, but are not to be limited to, use of over - <br />the -top or frame ties to ground anchors. This requirement is in addition to applicable <br />state or local anchoring requirements for resisting wind forces. <br />1301.06: PROCEDURES FOR DETERMINING ONE PERCENT ANNUAL CHANCE <br />FLOOD ELEVATIONS (100-YEAR FLOOD ELEVATIONS) IN AREAS LOCATED IN <br />ZONE A OF THE FLOOD INSURANCE RATE MAP PANELS: <br />Subd. 1. Reserved for Future Use. <br />Subd. 2. Procedures for determining one percent (1%) annual chance flood elevations <br />(100-year flood elevations) in Zone A. <br />a. Upon receiving an application for a permit or other approval for a parcel located <br />within Zone A of the Flood Insurance Rate Maps, the Community Development Director <br />or City Engineer will use the one percent (1 %) annual chance flood elevation for that <br />basin that has previously been determined according to approved FEMA methods, if <br />available. If the one percent (1%) annual chance flood elevation has not been previously <br />determined, the applicant shall be required to furnish all necessary information as deemed <br />necessary by the Community Development Director or the City for the determination for <br />the one percent annual chance flood elevation according to approved FEMA methods. <br />b. The applicant shall be responsible to submit one (1) copy of the above information <br />to a designated engineer or other expert person or agency for technical assistance in <br />determining whether the proposed use is in the Floodway or Flood Fringe District and to <br />determine the one percent (1 %) annual chance flood elevation (100-year flood elevation). <br />The owner, engineer and contractor shall follow the procedures consistent with <br />Minnesota Rules, Parts 6120.5000 - 6120.6200 and 44 Code of Federal Regulations Part <br />65 in this expert evaluation. The City encourages the designated engineer or expert to <br />discuss the proposed technical evaluation methodology with the Minnesota Department <br />of Natural Resources' Area Hydrologist before starting the analysis. <br />C. Once the one percent (1 %) annual chance flood elevation (100-year flood elevation) <br />has been determined, the Community Development Director or the City Engineer shall <br />process the permit application consistent with the applicable provisions of Sections <br />1301.04 and 1301.05 of this Chapter. <br />City of Mounds View <br />
