1303.01 <br />SECTION: <br />1303.01: <br />1303.02: <br />1303.03: <br />1303.04: <br />1303.05: <br />1303.06: <br />1303.07: <br />1303.08: <br />1303.09: <br />1303.10: <br />1303.02 (Rev. 11/08) <br />CHAPTER 1303 <br />CONSTRUCTION SITE AND LAND DISTURBANCE <br />RUNOFF CONTROL <br />(Added, Ord. 804, 11-19-08) <br />Findings of Fact <br />Purpose <br />Definitions <br />General Conformance <br />Conflict with Other Laws <br />Land Disturbance Permit <br />Submittal Requirements <br />Permit Review and Approval Process <br />Enforcement Actions <br />Penalties <br />1303.01: FINDINGS OF FACT: The City of Mounds View hereby finds that uncontrolled <br />land disturbance activities are subject to SOIL EROSION and other pollutants which enter into <br />receiving water bodies adversely affecting the public health, safety and general welfare by <br />impacting water quality, creating nuisances, impairing other beneficial uses of environmental <br />resources and hindering the ability of the City of Mounds View to provide adequate water, <br />sewage, flood control and other community services. <br />1303.02: PURPOSE: The purpose of the Chapter is to promote, preserve and enhance the <br />natural resources within the City of Mounds View and protect them from adverse effects <br />occasioned by poorly sited development or incompatible activities by regulating land disturbance <br />activities that would have an adverse and potentially irreversible impact on water quality and <br />environmentally sensitive land; by minimizing conflicts and encouraging proper installation and <br />maintenance of best management practices (BMPs) for land disturbance activities; and by <br />requiring detailed review standards and procedures for land disturbance activities proposed for <br />such areas. <br />City of Mounds View <br />
