M 0 U N-DIS VVI E W <br />City of Mounds View Staff Report <br />Item No: 8.C. <br />Meeting Date: October 12, 2020 <br />Type of Business: Council Business <br />Administrator Review <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9313 Approving Memorandum of Understanding Travel <br />Time Pay for Weekends and Holidays for Public Works <br />Introduction: <br />The Public Works Bargaining Unit requested travel time pay for weekends and holidays be <br />included in their Collective Bargaining Agreement. <br />Discussion: <br />After negotiations were prepared for the 2020 — 2022 Collective Bargaining Agreement and ready <br />for Council approval on January 13, 2020, Public Works Collective Bargaining Representatives <br />approached the negotiating team and requested an alteration be made to the agreement. They <br />requested to add drive time for employees required to travel to work on weekends and holidays <br />for snow and ice control operations, or due to utility emergencies, weather emergencies, or other <br />hazards. Due to the timing, the negotiating team requested the prepared document be presented <br />to Council for approval and further discussions commence regarding the possible addition of paid <br />travel time for weekends and holidays via a future Memorandum of Understanding. <br />Staff discussed the request for paid travel time on weekends and holidays with the HR Committee <br />Members. The HR Committee agreed the proposed paid travel time was appropriate. Staff met in <br />June with the Public Works Collective Bargaining Representatives to provide feedback from the <br />HR Committee discussion. Staff requested to meet again with the Representatives to confirm their <br />intentions to follow through with the Memorandum of Understanding on September 30, 2020. Both <br />sides concur that a half-hour drive time on weekends and holidays is appropriate when called in <br />to perform snow and ice control operations, utility or weather emergencies, or other hazards. The <br />half-hour drive time wage will be paid at time and a half for weekends and double-time for <br />holidays. <br />Strategic Plan Strategy/Goal: <br />This addresses the City Council goal to create a culture where employees desire to work and <br />remain employed with Mounds View. <br />Financial Impact: <br />Potential of up to $2,800 per year. <br />Recommendation: <br />Staff recommends approval of Resolution 9313 Approving Memorandum of Understanding Travel <br />Time Pay for Weekends and Holidays for Public Works. <br />i��ff <br />Rayla Sue Ewald <br />Human Resources Coordinator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
