NIOUNDI'S' VIEW <br />City of Mounds View Staff R, <br />Item No: 8F <br />Meeting Date: October 12, 2020 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9321, Parks and Recreation Program <br />Introduction: <br />For the past 20 years the City of Mounds View has partnered with the YMCA to operate <br />our Parks and Recreation programs and Community Center. COVID-19 significant <br />impacted our parks and recreation programs (as they did throughout the nation) which <br />resulted in numerous discussions with our partner regarding the best path forward. <br />Those discussions culminated at the October 5, 2020 workshop with council direction to <br />change our relationship and move forward on bringing operational control in-house. <br />Discussion: <br />Staff has met with YMCA representatives on transition details including specific areas <br />our partnership would continue. Specific details have been worked out on transitions <br />dates, migrating full time staff from YMCA employees to being City of Mounds View <br />employees, transition dates, equipment ownership, lease transfers (copier and fitness <br />equipment), and continued partnerships specific to programs such as Youth in <br />Government, Summer Power, and Senior programs. <br />Specific actions/changes needed to implement the change include; <br />1. Amending our agreement to specific date of transition — currently January 14, <br />2021 — amend to on or about January 1, 2020. <br />2. Authorization to create job descriptions and post for full time, permanent part <br />time, and seasonal employees. <br />3. Authorization to enter into negotiations with Rise Inc. specific to lease which <br />expires December 31, 2020. <br />4. Authorization to transition copier and fitness equipment to City. <br />Strategic Plan Strategy/Goal: Welcoming community... <br />Financial Impact: Based on best projections in our COVID environment, modest <br />negative impacts in first year of operation but well within proposed 2021 budget <br />projections and current reserves. <br />Recommendation: <br />Approve and adopt Resolution 9321. <br />Respectfully submitted, <br />(0BK ;,2_��� <br />Don Peterson <br />Public Works Director <br />
