Response to Met Council Incomplete Letter Dated January 10, 2020 <br />Transportation and Transit <br />Comment <br />Response <br />Roadways <br />Addressed by adding language about the <br />The Plan must identify existing and future number of lanes on <br />current and future number of lanes on (- <br />principal and minor arterials. The Plan needs to include lane <br />35W, Highway 10, MV Blvd and Silver <br />information (existing or future) on the two principal arterials, 1-35W <br />Lake Road on page 5-3. Assumed no <br />and US 10. The Plan must also acknowledge the addition of a <br />change in number of lanes by 2040. Also <br />MnPASS lane on 1-35W, which is included in the 2040 Transportation <br />added a sentence about the MnPASS lane <br />Policy Plan and is currently under construction. The Plan mentions in <br />on 1-35W on the bottom of page 5-3. <br />the text that there are four lanes on both minor arterials, Mounds <br />View Boulevard and Silver Lake Road, and also needs to include the <br />future number of lanes on either road. Council staff normally <br />assume no future change from the existing number of lanes, but the <br />Plan discusses in several places that the City would like to reduce the <br />amount of right of way and desires a "revision" of Mounds View <br />Boulevard, so it is unclear if this reduction means reducing the <br />number of lanes. <br />Transit <br />Inserted description of Transit Link <br />On page 5-9, there is no mention of Transit Link service. Reference <br />service in proposed section on page 5-9 <br />to Transit Link could be added in the following section on page 5-9 <br />"In addition to the fixed route bus service, the Metropolitan Council <br />operates Metro Mobility that provides door-to-door transportation <br />service for people with disabilities. The Metropolitan Council <br />provides other services through the Metro Commuter program. The <br />City is expecting the Metropolitan Council to continue to provide <br />mass transit, Metro Mobility, and Metro Commuter services in the <br />future." <br />TAZ Forecasts <br />2040 projected traffic volumes have been <br />TAZ forecasts are included, but Council staff could not find any 2040 <br />added to Figure 5-1 and are shown in <br />traffic forecasts (the Plan does show existing traffic volumes in Fig 5- <br />purple. <br />1). The Plan must include 2040 traffic forecasts. <br />
