City of Mounds View 1 2040 Comprehensive Plan <br />DRAFT September 21, 2020 <br />The plan is also long-range by definition, covering a period of at least 20 years <br />into the future. Since it is difficult for the City to predict the changes that may <br />occur during that period, the plan will need to be updated on a periodic basis. <br />PURPOSE <br />The purpose of the Comprehensive Plan is to help the public and private <br />sectors develop productive physical, social, and economic environments. To <br />this end, the 2040 Comprehensive Plan will accomplish the following: <br />• Guide future development and redevelopment in an orderly manner <br />• Define the proper functional relationships between different types of <br />land uses <br />• Help coordinate public and private sector decisions <br />• Encourage orderliness and economy in City government <br />• Inspire expression of the city's unique identity <br />The goals and policies contained in the following chapters form the basic and <br />fundamental plan for the city. In this regard, they serve two functions. First and <br />foremost, they guide public and private actions and development within the <br />city. In addition to this active function, they also serve the more passive <br />function of establishing evaluation criteria for the development and change that <br />subsequently occurs. <br />Policies are collective in nature. Although a single policy may define a decision <br />or course of action, it is more likely that several policies jointly apply to a given <br />situation. The City must approach and use the Comprehensive Plan with this <br />understanding. <br />To ensure proper understanding and clarification, the City defines the following <br />terms as noted: <br />Goals: The desired end products that will ultimately result in <br />achieving the kinds of living, working, and recreational areas that <br />are desired and that are in accord with accepted policies and <br />standards. <br />Policies: The means of achieving established goals. Policies <br />involve a general course of conduct. They are goals translated into <br />legislative action. <br />Planning decisions not only have an impact on land use, but also affect the <br />provisions of public services and facilities. The ability to provide services and <br />facilities in an efficient manner is one of the responsibilities of local <br />government.
