Item No: 05B <br />Meeting Date: Oct 26, 2020 <br />Type of Business: Consent <br />City Administrator Review: <br />of Mounds View Staff R <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9325, Adoption of a Fair Housing Policy <br />Introduction: <br />Mounds View is required to adopt a Fair Housing Policy in order to participate in the <br />Metropolitan Council's 2021 Livable Community Act (LCA) program. The LCA program may be <br />an option to partially finance the redevelopment of the Skyline Motel property. <br />Discussion: <br />The Metropolitan Council administers the Livable Communities Act program (LCA), which <br />includes grants to incentivize the creation and preservation of living wage jobs, affordable <br />housing, and implementation of compact and efficient development. To qualify for these grants, <br />developers must partner with cities participating in the LCA program. In order for cities to <br />participate in the LCA program, the city must have adopted a Fair Housing Policy. Although <br />Mounds View has participated in the LCA program in the past', Staff is unable to find the City's <br />Fair Housing Policy. Therefore, Staff is requesting that the City Council adopt a new policy. <br />In order for the City to qualify for the 2021 LCA program, a policy must be submitted to the <br />Metropolitan Council by Friday, November 13, 2020, to be reviewed by its Community <br />Development Committee on November 16tn <br />The Metropolitan Council and Housing Justice Center have provided an example policy, which <br />has been adapted by a number of cities. The attached Mounds View policy is an adaptation of <br />Roseville's policy, which was based on the example. <br />Strategic Plan Strategy/Goal: <br />Continue community engagement while being sensitive to the changing demographics & their <br />needs and inclusive to all socioeconomic situations. <br />Financial Impact: <br />None directly. In 2019 there were 70 LCA grant applications requesting $32.5 million. Fifty-six <br />projects were approved, totaling $18.7 million.Z This is a highly competitive program. <br />Recommendation: <br />Staff recommends approval of Resolution 9325, adoption of a Fair Housing Policy. <br />Respectfully, <br />Jon Sevald, AICP <br />Community Development Director <br />' In 2018, Boulevard Apartments (MWF Properties) received a $500,000 Local Housing Incentives Account <br />(LHIA) grant through the Metropolitan Council and Minnesota Housing Agency.
