M0UNDitSVVfEW <br />Item No. 8.E. <br />Meeting Date: October 26, 2020 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9328 Authorizing Withdrawal from Superink Agreement <br />Introduction: <br />To approve resolution 9328 indicating the City of Mounds View intent to withdraw from the <br />Master Agreement with the MASC for the construction and financing of the Super Rink. <br />In 1997 the City of Mounds View, along with three neighboring cities and Ramsey County, <br />entered into a Master Agreement with the Minnesota Amateur Sports Commission (MASC) for <br />the construction and financing of the Super Rink at the National Sports Center in Blaine. These <br />same entities entered into a Supplemental Agreement with the Mounds View and Irondale <br />Youth Hockey Associations to help insure that the ongoing financial obligations for the purchase <br />of ice time were met. These approximately 25 year master agreement will be ending on <br />December 31, 2023 and the MASC is now seeking a commitment from the cities and Ramsey <br />County on whether we want to remain in the consortium. The city council is being asked to <br />consider resolution 9238 indicating Mounds View intent to withdraw from the master <br />agreement when it expires. <br />Discussion: <br />In 1997, the cities of Shoreview, Arden Hills, Mounds View, and New Brighton (SAMN), and <br />Ramsey County entered into a Master Agreement with the Minnesota Amateur Sports <br />Commission (MASC) for the construction, financing, and operation of the Super Rink at the <br />National Sports Center in Blaine. The Super Rink is a four sheet ice complex (later expanded to <br />eight rinks) at the National Sports Center in Blaine that is operated by the Minnesota Amateur <br />Sports Commission. Since none of these four cities were in the ice arena business, Ramsey <br />County also became a partner to the agreement and placed the initial $500,00o down payment <br />for the construction of the large ice arena facility. The cities of Blaine and Coon Rapids were also <br />part of the Master Agreement and contributed $500,000 toward the capital cost. The facility <br />was then financed through a 25 year bond to be paid through annual ice rentals at the Super <br />Rink. Each of the parties to the agreement also needs to guarantee the purchase of 208o hours <br />of ice time annually to ensure that there is sufficient revenue to pay the debt service and <br />operating costs for the facility. <br />The primary reason that the SAMN group entered into the Master Agreement and became part <br />
