11 <br />MOU--Nms ViEw <br />of Mounds View Staff R <br />Item No 8H <br />Meeting Date: October 26, 2020 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9333 Charter Commission Appointments <br />Introduction: <br />The Charter Commission was established in 1980 after two years of meetings by <br />concerned citizens that crafted and drafted a City Charter that was presented and <br />approved by the majority of voters. In its original form, the Charter had 15 members but <br />was subsequently amended down to 9. With the recent appointment of Rebecca Scholl, <br />the commission has a full complement of 9 members. <br />Five current members' terms expire on October 31, 2020. The vacancies have been <br />advertised in the official City newspaper as well as being posted/advertised on the City's <br />web page and social media. The court received a record number (10) of applications. <br />Discussion: <br />Laura Stevens, Probate Registrar for the Ramsey County Probate Court provided <br />applications/documents submitted to the court. Staff has included them as an attachment <br />and marked them alphabetically starting with A and ending with H. This is consistent with <br />past practices allowing council to discuss using this nomenclature versus the names. <br />Recommendation: <br />Adopt Resolution No. 9333 requesting the court to appoint five residents <br />to the Mounds View <br />Charter Commission. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />Attachment(s): <br />1) Candidate Applications <br />
