RESOLUTION 9328 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />WITHDRAWING FROM MASTER AGREEMENT WITH THE MINNESOTA <br />AMATEUR SPORTS COMMISSION FOR THE CONSTRUCTION AND OPERATION <br />OF THE SUPERINK <br />WHEREAS, In 1997 the Cities of Shoreview, Arden Hills, Mounds View, and <br />New Brighton, and Ramsey County entered into a master agreement with the <br />Minnesota Amateur Sports Commission (MASC) for the construction and financing of <br />the Super Rink located at the National Sports Center; and <br />WHEREAS, the agreement was for a period of approximately 25 years to <br />coincide with the term on the bonds used to finance the construction of the Super Rink; <br />and <br />WHEREAS, the four cities and Ramsey County also entered into a supplemental <br />agreement with the Mounds View and Irondale Youth Hockey Associations to further <br />define the rights and obligations related to the future financial responsibilities of the <br />parties; and <br />WHEREAS, the current master agreement is scheduled to end on December 31, <br />2023, and it is important to plan for the future operation of the Super Rink facility; and <br />WHEREAS, the Super Rink has been a tremendous success and has managed <br />to operate without the need for supplemental financial assistance from the parties to the <br />agreement throughout its 22 years of operation; and <br />WHEREAS, there are significant deferred maintenance and upgrades needed at <br />the Super Rink including new refrigeration system, replacement of the dasher boards, <br />scoreboards, sound systems, as well as upgrades to the locker rooms and common <br />areas; and <br />WHEREAS, it is not possible for the Super Rink to continue operating without <br />these necessary replacements and to the rink; and <br />WHEREAS, the MASC wants to identify future partners that will assist in <br />financing these necessary capital improvements; and <br />
