Item No: 5C <br />MOUNOS <br />VIEW <br />Meeting Date: November 9, 2020 <br />Type of Business: CA <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Work/Parks and Recreation <br />Item Title/Subject: Resolution 9341, Approving Joint Powers Agreement among <br />Members of the Ramsey County GIS Users Group <br />Discussion: <br />Geographic Information Systems (GIS) is the collection and management of data used <br />to make maps. In 1995 when the technology was new, a Ramsey County GIS users <br />group was formed. Currently, the users group is governed through a Joint Powers <br />Agreement (JPA) for the purpose of sharing data between member cities/agencies, and <br />conducting special projects. One example of a special project is when aerial photos <br />were flown over the county (2020). In the future drone footage will also be included with <br />the aerial photos. <br />JPA members currently consist of 21 cities and agencies, including Ramsey County, <br />most cities, watershed districts, and the Roseville School District. Funding is provided <br />by member organizations based on a population formula. The fee for Mounds View is <br />$ per year, and is within the adopted 2021 budget, (cost will be made <br />available at the City Council Meeting). <br />The JPA has been reviewed by the City Attorney. <br />Recommendation: <br />Staff recommends keeping the JPA as -is, and approving Resolution 9341, approving a <br />Joint Powers Agreement among Members of the Ramsey County Geographic <br />Information Systems Users Group, for the term, January 1, 2021 through December 31, <br />2025. <br />Respectfully, <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />Attachment: <br />1.
