Jam'` l0 <br />MEMO TO: MAYOR AND CITY COUN <br />CFROM: CLERK -ADMINISTRATOR <br />DATE: AUGUST 13, 1986 <br />SUBJECT: GOODWILL INDUSTRIES ATTENDED DONATION CENTER <br />As you may recall, in a past Administrative Newsletter I <br />Indicated that staff had been meeting with a rPpresente- <br />tive of Goodwill Industries regarding their proposal to <br />locate an Attended Donation Center in the City of Mounds <br />View in cooperation with the City of Mounds View and other <br />neighboring cities. Attached to this memorandum for your <br />information is information from Ms. Del Edwards of Goodwill <br />Industries outlining the basics of their propsal to the City <br />of Mounds View, advantages to be garnered from having an <br />Attended Donation Center located in our community, pictures <br />of the Burnsville Attended Donation Center and various other <br />pieces of information. <br />At this time staff's preliminary discussions with <br />Ms. Edwards have outlined exactly what Goodwill Industries <br />do, namely, provide, manage, staff and administer an <br />Attended Donation Center located in the City of Mounds View <br />and those items that would be the responsibility of the City <br />of Mounds View, namely, pass -through of all Metropolitan <br />Council funding for recycling, as well as various other <br />forms of assistance and minimal maintenance to the donation <br />center. As part of their proposal, Goodwill industries <br />proposes to have the City of Mounds View pass -through them <br />the household rebate provided by the Metropolitan Council as <br />part of the funding eminating from the Landfill Abatement <br />Act. At the present time the City is using this money to <br />fund the operation of our composting site and discussions <br />between myself and Parks and Recreation Director Bruce <br />Anderson will need to occur regarding alternative sources of <br />funding for the compost site or with Ms. Edwards regarding <br />additional financial assistance should the household rebate <br />not be available. At the present time staff is requesting <br />that Council review the proposal from Goodwill Industries <br />and indicate your interest or lack thereof in this <br />proposal. Should the Council be interested in pursuing this <br />matter, staff will attempt to finalize all details with <br />respect to this proposal including participation by <br />neighboring cities before asking for formal action. <br />Should you have any questions regarding this matter, staff <br />would be happy to answer them at the August 18th Agenda <br />Session. <br />DFP/mjs <br />Enclosure: <br />
