Jam'` l0 MEMO TO: MAYOR AND CITY COUN CFROM: CLERK -ADMINISTRATOR DATE: AUGUST 13, 1986 SUBJECT: GOODWILL INDUSTRIES ATTENDED DONATION CENTER As you may recall, in a past Administrative Newsletter I Indicated that staff had been meeting with a rPpresente- tive of Goodwill Industries regarding their proposal to locate an Attended Donation Center in the City of Mounds View in cooperation with the City of Mounds View and other neighboring cities. Attached to this memorandum for your information is information from Ms. Del Edwards of Goodwill Industries outlining the basics of their propsal to the City of Mounds View, advantages to be garnered from having an Attended Donation Center located in our community, pictures of the Burnsville Attended Donation Center and various other pieces of information. At this time staff's preliminary discussions with Ms. Edwards have outlined exactly what Goodwill Industries do, namely, provide, manage, staff and administer an Attended Donation Center located in the City of Mounds View and those items that would be the responsibility of the City of Mounds View, namely, pass -through of all Metropolitan Council funding for recycling, as well as various other forms of assistance and minimal maintenance to the donation center. As part of their proposal, Goodwill industries proposes to have the City of Mounds View pass -through them the household rebate provided by the Metropolitan Council as part of the funding eminating from the Landfill Abatement Act. At the present time the City is using this money to fund the operation of our composting site and discussions between myself and Parks and Recreation Director Bruce Anderson will need to occur regarding alternative sources of funding for the compost site or with Ms. Edwards regarding additional financial assistance should the household rebate not be available. At the present time staff is requesting that Council review the proposal from Goodwill Industries and indicate your interest or lack thereof in this proposal. Should the Council be interested in pursuing this matter, staff will attempt to finalize all details with respect to this proposal including participation by neighboring cities before asking for formal action.
