Goodwill Industries/Easter Seal has developed a project that will recycle <br />newspapers, metal beverage cans, glass containers along with Goodwill's tradi- <br />tional material. It is designed to be a turn key operation that will utilize <br />funding from Metropolitan Council, the county and any monies available from the <br />city to abate solid waste. It is also designed to minimize city staffs Involve- <br />ment and time. <br />It will provide a convenient method of collecting reusable and recyclable <br />material from city residents. The system can be seen An Burnsville at the Cub <br />Food Store where it has been in operation for 3 months with excellent results. <br />The following list outlines what assistance Goodwill will provide and a list of <br />what the city can provide. Additional changes car, be made as needed. A formal <br />agreement stating the individual responsibilites of both parts will be signed. <br />The length of contract is usually one year, however this venture is seen as the <br />development of a long term relationship between the city and Goodwill <br />Industries. <br />I've attached information that will further describe the center and it's <br />advantages. <br />Goodwill assistance: <br />1) management of the total program, this includes staffing <br />2) basic prepared agreements to be used between the city and Goodwill <br />3) prepared agreements between cities if necessary <br />4) appropriate insurance <br />5) we indemnify and bold you harmless <br />6) public relations expenses and coordination <br />7) develop a volunteer group to support the efforts of the center <br />8) purchase capital equipment, maintain equipment <br />9) pick up, processing and marketing of all material <br />10) maintain the site daily <br />11) recordkeeping and documentation for funding request from the county and <br />Metropolitan Council <br />12) full access to all records <br />Mounds View assistance: <br />1) pass through of $4.00 per ton rebate <br />2) application of available household rebate $ <br />3) aasi-:sass.._ _ith PR - city ncwnspaper, leads <br />4) assistance with acquisition of site <br />5) propane needed for heat <br />6) informational signage <br />7) skirting <br />8) additional funding if available <br />9) coordination between cities of joint agreement if needed <br />10) basic maintenance of site such as snow removal <br />Additional assistance can h.v developed by c^.ch party as needs are identified, <br />however this is a realistic starting point for the project. <br />I <br />DE12/16 <br />
