�Y{ 1 n.:•L <br />ONS MEMO T0: MAYOR AND C <br />FROM: CLERK.-ADMIN <br />UATF.: JULY 12, 19 <br />SUBJECT: "BUG ZAPPER" COMPLAINT <br />Pursuant to Council direction Staff has undertaken two activities <br />in zesponse to the complaint from Mr. Tom Granroth regarding the <br />operation of a bug zapper owned by Mr. John Biswanger. <br />The first of these activities was to undertake a survey of all of <br />the cities in Ramsey County to determine whether or not any of <br />these cities regulate the operation of bug zappers and, if so, <br />what their regulations are. Attached is a survey conducted by <br />Administrative Secretary, Michele Severson which indicates that <br />Vadnais Heights is the only city in Ramsey County regulating bug <br />zappers and they do so under their Noise Ordinance, copy attached, <br />which prohibits the operations of bug iradication equipment between <br />the hours of 10:00 p.m. and 7:00 p.m. on week days and 10:00 p.m. <br />and 8:00 a.m. on weekends and holidays unless the noise level of <br />the equipment is within the sound level setforth by the ordinance. <br />The sound levels for residential districts during daytime hours are <br />an L10 of 65 and an L50 of 60 and during the night time hours an <br />L10 of 55 and an L50 of 50. <br />I have been advised by Mr. Biswanger, cwner of the bug zapper in <br />question,that this piece of equipment is manufactured by Emerson <br />Electronics and that ho has contacted Emerson Electronics and been <br />advised that the bug zapper in question has a sound level of 30 db <br />at a distance of 10 feet. <br />The second ac+g„iry T have undertaken at the direction of the City <br />Council was to meet with Mr. Biswanger on the afternoon of July 11 <br />to determine whether or not a compromise could be accomplished in <br />this matter. Attached for your information is a copy of the <br />Police Reports on this matter which on page 3 lists the compromises <br />Mr. Biswanger has offered to Mr. Granroth through Sergeant Tim Smith <br />of the Police Department. These compromised proposals are: <br />1. Mr. Granroth purchase the bug zapper from Mr. Biswanger <br />at a cost of $200 or, <br />2. Mr. Granroth pay for a timer at an approximate cost of <br />$40.00 which Mr. Biswanger will install and which would <br />shut off the bug zapper between the hours of 10.00 p.m. <br />and midnight. <br />I have been advised by Mr. Biswanger that Mr. Granroth has not <br />responded to these compromised proposals. Also, Mr. Biswanger <br />indicated that lie has personally surveyed the rest of his neighbors <br />and no other neighbor has voiced any objections with respect to the <br />
