Ara <br />TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR PAULEY <br />DATE: JULY b, 1989 <br />SUBJECT: STUDENT REPRESENTATION ON COMMITTEES/LUMMISSIONS <br />During a recent meetirg between the City Ccurcil and representatives of _ <br />the School District, the issue of having student representatives on our <br />various commissions and committees was discussed. As a result of that <br />meeting staff was directed to have each commission and committee discuss <br />the matter and provide their comments and recommendations. The purpose <br />of this memorandum is to review the various issues that staff has <br />identified relating to this subject. <br />The issue of student representatives is not a new one to the City. In <br />the recent past an Irondale High School student and resident of Mounds <br />View served on the Parks and Recreation Commission as a full member. <br />To specifically provide for student membership is new in that the City's <br />Cod-- do not address the matter and, therefore, appointment of students _ <br />haen at the discretion of the Council. <br />As staff understands the issue, it is the desire of the City Council <br />to have each standing Commission or Committee of the City discuss the <br />issue of having students serve on their board and respond with their <br />thoughts and/or recommendations. These Commissions or Commmittees are <br />as follows, <br />Planning Commission <br />Parks and Recreationn Commission <br />Charter Commission <br />Police Civil Service Commission <br />Environmental 91221_ ty Taa.. Fwr�a. <br />The issues that have been defined in earlier discussions are, <br />ffi Define student, i.e. age, currently attending school on a full <br />time basis. etc. <br />t Number per commission. <br />& Full membership vs. ad hoc with no vote. <br />� If a voting member, weight of the vote. <br />% Counted as part of tha membership for purposes of a quorom^ <br />
