minutes <br />June 14, 1989 <br />rage 2 <br />The commission members were asked if the RCCC had given consideration to the <br />positions of the county attorney and the sheriff. Most managers said they <br />would prefer to see these two offices as appointed positions with the county <br />board responsible to the electorate rather than have the elected status they <br />presently hold in the county. It was explained that the RCCC had discussed <br />both offices, with more attention given to the county attorney than the <br />sheriff. The county attorney, in meeting with the RCCC members, explained it <br />was very important, in his opinion, to keep his position an elected one in <br />order to maintain the necessary independence the job required. <br />One thought expressed, was that the sheriff's job could be expanded on a <br />more specialized level. Aldo, some communities might be interested in buying <br />into the county dispatching system and if the county would communicate in this <br />area with municipalities it could be helpful. <br />Don Pauley mentioned a good selling point for the charter might be the intent <br />of the charter commission to develop greater cooperation between the county <br />and the municipalities with the intent of creating more efficiency in <br />operation and the reduction of costs. <br />Michele Timmons asked city managers what they thought about economic <br />development for the county. One response was that the county should join the <br />organizations that are already operating in this area. Another was that it <br />would seem the county would be making a radical shift to support economic <br />development districts because at the present time it appears to oppose many <br />tax increment districts. <br />Mark Sather suggested a county -wide Housing and Redevelopment Authority <br />because he preferred to see the county involved in placing group homes and low <br />income housing instead of having the state legislature eventually mandate it. <br />Michele Timmons was asked to write a Statement of Philosophy for the beginning <br />of Chapter 6 that would enable the county to have municipal powers to enter <br />into an agreement with municipalities when the municipality wanted to <br />surrender it to the county and include a safeguard that would allow the <br />arrangement to exist only as long as the municipality wanted it too. Judy <br />Grant and Michele Timmons will redraft and rename Chapter 6 in accordance with <br />ideas and suggestions offered by city managers. <br />Tom Kelley and 9irgin4e Sakes thanked the city representatives for their <br />interest and Participation. Thev valued the ooportunity of meeting with <br />municipal representatives on these important issues. <br />Don Pauley said he was happy to work with the RCCC.
