Redevelopment requires <br />three ingredients; a willing landowner, a willing developer, and a willing City <br />Council. When these three align, it is the City’s intent to take advantage of the <br />opporunity to study and implement this Plan in more detail. Without any one <br />of those ingredients, planning is trivial at best.
