<br />City of Mounds View | 2040 Comprehensive Plan <br />DRAFT September 21, 2020 <br /> <br /> <br />Chapter 5: Transportation | 5-5 <br /> <br />Access Management <br />Access management is the balancing of two important components in any <br />transportation system: access and mobility. It is a critical component of a safe and <br />efficient roadway system. By limiting access points on highways, the number of <br />potential conflicts may be reduced. Access management is important to balancing <br />automotive mobility with automobile access to local properties. As discussed <br />above, access is limited on higher mobility roadways such as Principal Arterials, <br />while local streets provide increased access and decreased mobility. Standards <br />are listed in Table 5-1. <br />Table 5-1: Summary of Recommended Street Spacing for Non-IRCs, MnDOT <br />Access Management Manual <br /> <br />Complete Streets <br />The City is committed to providing a transportation network that is safe and <br />supportive of all users, in or outside of motor vehicles. <br />As the use of alternative modes of transportation rise locally and regionally, the <br />City will study the feasibility of allocating more space on the roads for slower <br />moving traffic with a primary focus on pedestrian comfort and safety. <br />The City also recognizes that residents’ mode choice is largely dependent on the <br />type of infrastructure in place. The City will continue to study options for improving <br />sidewalk, bikeways, and transit facilities as a catalyst for increasing use of <br />alternative modes of transportation. <br /> <br />Red Oak Drive
