Item 05B <br />Page 2 of 9 <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br />Rule D: An Erosion and Sediment Control Plan is required for projects that are on one-acre or <br />larger; or that disturb soils 10,000 sq ft or more in size; or is within 300’ of a lake, <br />stream, wetland, or public drainage system. These types of projects typically include <br />erosion control methods (e.g. silt fence, or bio-logs) around the boundaries of disturbed <br />areas, and in protection of storm drains and waterways, and clean-up of any erosion <br />outside of the construction area. <br /> <br />Rule E: A Floodplain Alteration permit is required when placing fill or structures within the 100- <br />year flood plain. A structures’ lowest floor must be at least 2’ above the 100-year <br />floodplain elevation. <br /> <br />Rule F: A Wetland Alteration permit is required when placing fill within a wetland, or altering its <br />boundaries or water flow. <br /> <br />The City’s overall intent is to create a more efficient program. Currently, there are duplication of <br />reviews and inspections by RCWD and the City. Enforcement has lacked at times, in part due to <br />miscommunications between the two governments, over who is responsible for what, and when. <br /> <br />Because the City will be the regulatory body, it is likely that there will be more enforcement, more <br />permits, and more costs to construction projects. It is the City’s goal that by streamlining the regulatory <br />process that time efficiencies will outweigh any additional costs, allowing construction to start and end <br />sooner. <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & transportation. <br /> <br />Financial Impact: <br />The City’s intent is for fees to cover the cost of the City’s administration of the program. Fees will be on <br />a sliding scale depending on the size of the project. <br /> <br />The Rice Creek Watershed District is a taxing authority, and will continue to levy the same amount onto <br />the City’s property owners, whether or not Mounds View takes over permitting authority. <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 1123-20, recommending approval of Ordinance 973. <br /> <br />A Public Hearing notice was published by the Shoreview Press on October 27, 2020.
