MOU--N-DitSVV!rW <br />City of Mounds View Staff R1 <br />Item No: 05L <br />Meeting Date December 14, 2020 <br />Type of Business: Consent Agenda <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9368, Approving Partnership Agreement with <br />Northeast Youth and Family Services <br />Introduction: <br />Since at least 2002, Mounds View has been a strong partner with Northeast Youth and <br />Family Services (NYFS) in providing Mental Health and Youth Diversion services in a <br />highly effective and cost efficient manner. <br />Discussion: <br />Council is aware the board of NYFS includes elected city officials and the combination <br />of our long relationship and direct involvement, Council is very familiar with the <br />operation and services provided. Due to reductions in the Mental Health counseling <br />services and COVID impacts revenues have decreased and as a result, this year's <br />contract includes a 17% % increase which is the highest in five years. The total dollar <br />amount is $26,656 with the increase just under $4,000 as detailed in the attached <br />spreadsheet. The agreement also includes the previously approved Community <br />Advocate position for which Mounds View shared $25,000 of the cost and one of 5 <br />partner cities. <br />Strategic Plan Strategy/Goal: <br />Increase community engagement while being sensitive to the changing demographics & <br />their needs and inclusive to all socioeconomic situations <br />Financial Impact: <br />The agreement is consistent with the 2021 adopted budget. <br />Recommendation: <br />Staff recommends the Council adopt resolution 9368 <br />Respectfully submitted, <br />Nyle Zikmund <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
