MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 05A <br />Meeting Date: Dec 4, 2019 <br />Type of Business: Planning Cases <br />To: Mounds View Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 1107-19, Recommending the 2040 <br />Comprehensive Plan to be Submitted to the Metropolitan <br />Council for Review <br />Introduction <br />The Comprehensive Plan is a 20-year guide for land use and related topics. The Plan includes <br />a Future Land Use Map, and Goals & Policies related to numerous topics. These Goals & <br />Policies are used as "Findings of Facts" when justifying approval of land use applications such <br />as plats, rezonings, conditional use permits, variances, etc. Additionally, the City's Plan is to be <br />consistent with the Metropolitan Council's 2040 Thrive MSP regional plan. <br />Discussion <br />The City Council appointed a Taskforce to guide the plan update process, culminating in a joint <br />workshop with the City Council and all advisory commissions on April 23, 2019. The Council <br />reviewed the Draft Plan on May 13th, directing Staff to forward it to adjacent cities and agencies <br />for a mandatory six month review process, expiring on November 21st. Since that time, Stantec <br />(consultant) has updated the Draft Plan based on comments submitted, and in anticipation of <br />comments expected by the Metropolitan Council. <br />Edits made to the Draft Plan since May, are noted/highlighted. <br />It is expected that the Metropolitan Council will review and return the Draft Plan to the City with <br />comments, for revisions. Once revised, it will be re -reviewed, and if accepted, the City Council <br />will be directed to adopt the Plan. <br />Strategic Plan Strategy/Goal: <br />• Fiscal Stability. <br />• Maintain good infrastructure in such a way that is walkable, attractive, safe, and affordable. <br />• A progressive City that is welcoming, and a desirable destination to all ages & cultures, who <br />seek progress through partnerships, and a place where residents can work, live, and play <br />safely and show pride in the community. <br />• Create and maintain a positive business climate where businesses want to locate and <br />remain in Mounds View. <br />Financial Impact: <br />The Comprehensive Plan update is funded through 2019. It is anticipated that unbudgeted <br />expenses will occur in 2020 in response to the Metropolitan Council's review. <br />
