L. <br />City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />The now defunct Village2 established the first Planning Commission in 1959 <br />and completed the first Comprehensive Plan for Mounds View that same year. <br />The City adopted a revised comprehensive plan in 1976 in accordance with <br />the Metropolitan Land Planning Act passed by the Minnesota legislature. <br />Mounds View adopted the previous Comprehensive Plan in 2010. <br />SUBURBAN DESIGNATION <br />In Thrive MSP 2040, the Metropolitan Council has designated Mounds <br />View as a "Suburban" community.
