City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 26, 2019 <br />COMMERCIAL <br />At the center of the city and along Mounds View Boulevard are lands with a <br />wider variety of uses — from multi -family housing to commercial strip malls and <br />City Hall. Mounds View Boulevard is generally lined by commercial and office <br />uses, with multi -family, institutional, and industrial uses just off the Boulevard <br />and indirectly connected. Certain uses function as effective buffers between <br />the busy corridor and the quiet residential streets — including Silver View Park <br />and various multi -family housing developments. <br />INDUSTRIAL <br />The area around the interchange of Mounds View Boulevard and Interstate- <br />35W is the primary industrial area of the city. Retail and other commercial uses <br />work to provide an entrance to the city from the southeast at Mounds View <br />Boulevard and Old Hwy 8, but surrounding that area are a large number of <br />parcels used primarily for industrial purposes. <br />A second industrial area is on the far north edge of Mound View, bisected by <br />US Highway 10 from the rest of the city. This area is unique from the larger <br />industrial area previously mentioned because it hosts one large distribution <br />center. It is also accessed directly from County Road J on the edge of Mounds <br />View. Little traffic that is related to this use is expected through Mounds View. <br />MANUFACTURED HOME PARKS <br />The manufactured home parks in Mounds View are also situated near <br />freeways — though freeways may not function as an amenity for this use. One <br />manufactured home park is situated between a freeway, an industrial area, <br />and a large park. The two others are lined by freeways on at least one side <br />and multi -family housing or duplexes on the others. <br />Manufactured Homes <br />Mounds View is home to three <br />manufactured home parks, with a <br />combined 561 homes (11% of <br />households). The developments <br />were established during the 1960's <br />and are privately owned. They are <br />licensed and inspected annually by <br />Ramsey County Public Health. <br />Chapter 2: Land Use 12-4 <br />
