City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />A <br />In addition to City parks, Ramsey County Parks and Trails are included in <br />the Metropolitan Council's Regional Park System. Within, and adjacent to <br />Mounds View, is the Rice Creek North Regional Trail, and water trail, which <br />includes portions of Anoka and Ramsey counties. The trail cuts through the <br />far southeast corner of Mounds View. Facilities include a pedestrian trail, <br />water trail (Rice Creek), and parking/portage area. <br />PLANNED PARKS AND TRAILS <br />21 There are no proposals for new parks within the city. There are a number <br />of sidewalks, trails, and extensions proposed to improve options for active <br />transportation. Proposed trails and sidewalks generally connect segments that <br />are missing to close gaps in the network. Proposed trails/sidewalks <br />connections are mapped in Figure 4-2. <br />COMMUNITY FACILITIES <br />Mounds View public buildings include City Hall (which includes city <br />administrative offices and the police department), the Public Works <br />maintenance facility, the community center, park buildings, and park shelters. <br />All community facilities are mapped in Figure 4-3. <br />Mounds View Community Center <br />and YMCA <br />The Bel Rae Ballroom was built in <br />1964 and was remodeled to become <br />the Mounds View Community Center <br />in 1998. The Center includes a <br />banquet facility with a 400-person <br />capacity, meeting rooms, gymnasium, <br />fitness equipment, teen center, game <br />area, and a daycare center which <br />operates independently. <br />In 1998, the City Council voted to <br />eliminated the Parks Department and <br />contract with an external agency. The <br />City entered into an agreement with <br />the YMCA in 1999, reviewing <br />agreements every five years. The <br />YMCA administers the Community <br />Center operations and recreational <br />programing, and is overseen by the <br />YMCA Advisory Board, including two <br />City Councilmembers, Parks, Trails & <br />Forestry Commissioners, community <br />members, YMCA staff and City staff. <br />The Advisory Board provides <br />recommendations to the City Council <br />on operational considerations. <br />Hea Source Map, illustrating popularity <br />of walking/jogg ng routes (Stava Labs, <br />2019).
