City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />Access Management <br />Access management is the balancing of two important components in any <br />transportation system: access and mobility. It is a critical component of a safe and <br />efficient roadway system. By limiting access points on highways, the number of <br />potential conflicts may be reduced. Access management is important to balancing <br />automotive mobility with automobile access to local properties. As discussed <br />above, access is limited on higher mobility roadways such as Principal Arterials, <br />while local streets provide increased access and decreased mobility.
