City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />Chapter 7: Implementation <br />INTRODUCTION <br />This Chapter is intended to address the Metropolitan Council's Checklist of <br />Minimum Requirements regarding Implementation, unless otherwise <br />addressed previously in this Plan. This Plan is not intended to sit on a shelf <br />and collect dust, but to be continuously used as a reference and long-term <br />guide to implementing short-term goals identified in the City's Strategic Plan. <br />This Comprehensive Plan addresses land use, supportive infrastructure, and <br />related topics. It is not intended to address quality of life, much of which is <br />outside the scope and boundary of city government services. This is a critical <br />topic, which the City wishes to address outside of this Plan, in cooperation with <br />community organizations, many of which are represented in the sidebar of <br />page 7-2. <br />IMPLEMENTATION PROCESS <br />The Comprehensive Plan (Plan) will be implemented through the <br />following: <br />1. When considering a change in land use (e.g. Zoning Map amendment, <br />subdivision, conditional use permit, etc.), the City Council and <br />Planning Commission shall consider if the proposed use is consistent <br />with the Goals and Policies of the Comprehensive Plan. <br />2. When considering annual department goals, Department Heads shall <br />consider their role in implementing the Goals & Policies of the <br />Comprehensive Plan, in conjunction with the Strategic Plan. <br />3. When considering adoption of a three-year Strategic Plan, the City <br />Council shall consider how it relates to, and implements the Goals & <br />Policies of this 20-year Comprehensive Plan. This includes the <br />timeline in which this Comprehensive Plan will be implemented. <br />4. When considering adoption of a 5-year Financial Plan', City Staff and <br />the City Council shall consider prioritization of expenditures, in <br />implementing the Goals & Policies of the Comprehensive Plan. <br />The Five Year Financial Plan (aka Capital Improvement Plan, or CIP) is adopted annually, as <br />required by the City Charter, Chapter 7.05. The Financial Plan includes the replacement of <br />equipment and vehicles within their expected life -cycle (5 — 25 years). The CIP is adopted <br />annually in May, and supports annual budget preparation for the coming August/September. <br />The Five Year Financial Plan is available at www.moundsviewmn.org and through the City's <br />Finance Department. <br />• <br />_.yr <br />1. Discussion of Redevelopment Priorities <br />— Brian Beeman and .)an Sevald <br />- 1 32636 <br />Priorities <br />The Strategic Plan establishes <br />policy areas and strategy for the <br />City to concentrate its efforts. The <br />2020-2023 Plan identifies the <br />following Major Themes: <br />• Financial Stability <br />• Maintain Good Infrastructure <br />• Demographics: Diversity & <br />Outreach <br />• Employee Recruitment & <br />Retention <br />• Business Retention & <br />Expansion <br />The Strategic Plan identifies <br />Goals, allocated funds and <br />funding gaps, and Staff's tasks in <br />implementing the Plan within fiscal <br />constraints. In preparation of <br />creating the Strategic Plan, the <br />City Council discusses numerous <br />subjects during Council Work <br />Sessions, such as Development <br />Priorities (pictured).
